Briar Dawn Veterinary Centre says its Healthy Pet Club Advanced plan has no exclusions for long-term health conditions.
The plan includes consultations as well as preventative healthcare including vaccinations, parasite protection and annual health checks.
It costs £34.99 a month for puppies and dogs, £29.99 for kittens and cats and £24.99 for rabbits.
Briar Dawn is part of CVS Vets, which commissioned YouGov research into how household finances affect decisions about veterinary care.
According to the research, 24 per cent of pet owners surveyed said they had delayed booking a veterinary appointment during the previous 12 months because of pressure on household budgets.
It also found 70 per cent had looked online for advice about their pet's symptoms, while 37 per cent had asked family and friends for advice.
Lizzie McLennan Green, veterinary director of CVS Vets, said: “We know that for many owners, there’s often a moment of hesitation before booking a consultation. That’s completely understandable, but it can sometimes mean pets are seen later than we would recommend.
“We are making the cost of consultations, vaccinations and preventative healthcare predictable and we’re empowering owners to seek advice whether that’s a minor concern or something more serious.”
The new scheme builds on the practice's existing care plan, which covers routine healthcare and provides discounts on some treatments.
